The Town of Portland, New York, hereby, requests sealed bids for:
NEW 2022 4WD 1 TON REGULAR CAB AND CHASSIS TRUCK WITH DURAMAX DIESEL ENGINE, WITH A GROSS VEHICLE WEIGHT RATING OF 22,500 POUNDS,
TO BE DELIVERED WITHIN 90 DAYS.
Bid specifications are available at the office of the Town of Portland Town Clerk, during regular business hours.
Bids will be received at the office of the Town Clerk, 87 West Main Street, Brocton, New York, 14716, no later than May 11, 2022 at 4:00 p.m. and then will be publicly opened May 11, 2022 at 7:00 p.m. Sealed envelopes containing each bid must be clearly marked on the outside.
The Town may award the bid based on either the Lowest Responsible Bid or Best Value, in accordance with General Municipal Law §103 and Town of Portland Code §108(4). The Town also reserves the right to reject any and all bids, waive incidental informalities, and accepts the bid which in its opinion meets the intent of these specifications and is in the best interest of the Town of Portland. The Town further reserves the right to allow all municipal and not-for-profit organizations authorized under the General Municipal Laws of the State of New York, to purchase any goods and/or services awarded as a result of this bid in accordance with the “piggybacking” amendments to NYS GML 100 through 104. However, it is understood that the extension of such contracts are at the discretion of the vendor and the vendor is only bound to any contract between the Town of Portland and the vendor. Additionally, the Town reserves the right to purchase any goods or services included as a part of this bid from any means legally available to it.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the County of Chautauqua Industrial Development Agency (the “Agency”) will hold a public hearing on May 17, 2022, at 1:00 p.m., local time, at Town Hall, 87 West Main Street, Brocton, Town of Portland, County of Chautauqua, New York, pursuant to Section 859-a of the General Municipal Law, as amended (the “Act”). The purpose of the public hearing is to provide an opportunity for all interested parties to present their views with respect to the “Project” and the “Financial Assistance” (as such terms are defined below).
OMNI PORTLAND SOLAR, LLC, a limited liability company duly organized and existing under the laws of the State of New York (the “Applicant”), presented an application for financial assistance (the “Application”) to the Agency, which Application requested that the Agency consider undertaking a project (the “Project”) consisting of the following: (A)(1) the acquisition of an interest in an approximately 32.67 acre portion of an approximately 40 acre parcel of land located at 7820 Felton Road, Town of Portland, Chautauqua County, New York (collectively, the “Land”), (2) the acquisition, construction, installation, and equipping on the Land of: (i) solar photovoltaic modules mounted on a 1-axis tracking steel structure, (ii) inverters and transformers, (iii) underground and overhead electrical lines, (iv) fencing, and (v) a system of access roads, parking, landscaping and related improvements to the Land (collectively, the “Improvements”), and (3) the acquisition and installation of certain furniture, fixtures, machinery and equipment necessary for the completion thereof (the “Equipment” and together with the Land and the Improvements, collectively, the “Project Facility”), all of the foregoing for use by the Applicant and/or its affiliates as an approximately 5 megawatt A/C solar-powered electrical generation facility; (B) the granting of certain “financial assistance” (within the meaning of Section 854(14) of the General Municipal Law) with respect to the foregoing); and (C) the lease (with an obligation to purchase), license or sale of the Project Facility to the Applicant or such other entity(ies) as may be designated by the Applicant and agreed upon by the Agency.
The Project Facility would be initially owned, operated and/or managed by the Applicant (or such other designated entity(ies)).
The Applicant (or such other designated entity(ies)) would receive financial assistance from the Agency in the form of potential exemptions or partial exemptions from sales and use taxes, mortgage recording taxes and real property taxes (collectively, the “Financial Assistance”).
A representative of the Agency will hear and accept any comments that are made orally at the above-stated time and place. Comments may also be submitted to the Agency in writing or electronically to: email@example.com.

Part Time Court Clerk
The Town of Portland Justice Court is seeking a candidate to fill a “Part Time” position in the Court Clerk’s office. Duties include but not limited to the following:
Administering various non-judicial activities with the proceedings of the Town Justice Court. Clerks are supervised by the part time judges who preside over the court. Clerks are to serve in a confidential capacity and are responsible for managing court operations where civil, criminal and traffic cases are processed in the court. Applicants should have good computer skills (Word, Excel, etc.), general accounting experience, and the ability to work with the general public in a polite and courteous manner and good social skills. This will be for a minimum of 15 hours per week, salary commensurate with experience.
